A service console for public testnet utilities. It lists the four seed-services surfaces and keeps license, route and health contracts visibly unstamped.
Runtime contract gate
Future chain and service endpoints are consumed from environment only. This shell discloses configuration presence, never raw endpoint values, and fails closed if contracts are marked stamped before live backend clients exist.
Four service surfaces
The portal is a hub and status page. It does not collapse faucet, explorer or sponsor into one implementation. Each service keeps its own contract, tests and deployment handoff.

Portal does not replace the individual services. It is the public orientation and status surface for faucet, explorer, identity sponsor and service metadata.
License placeholder
License tiers, pricing, checkout and wallet binding are deliberately absent until the owner stamps the contract.
Operator note
This page has no admin control, no secret material and no mutating action. It is safe to serve before backend contracts exist.
Required states in the front shell
A failed service is visible without hiding the route.
No address, wallet or license is bound to the browser session.
Read-only information remains visible during rate limiting or downtime.
License and service APIs remain placeholders.
The portal fails closed and does not suggest fallback success.
